National policies
Detailed decisions on planning matters are taken by Local Planning Authorities, in accordance with their Local Plan. The roles and structure of local authorities are defined by national government.
National Planning Policy Framework
The Local Plans, as drawn up by Local Planning Authorities, derive from the National Planning Policy Framework (NPPF), which is issued by the Ministry of Housing, Communities and Local Government. The NPPF has been updated, with effect from December 2024.

Devolution
On 16 December 2024, the government published a white paper on Devolution. This addresses a restructuring of local government. In particular, it raises the issue of unitary councils and directly elected mayors.
